Appearance: He's thin, deceivingly so for the baggy clothing he tends to wear and the size of his weapon. Purple eyes make for a rather striking appearance, a look enhanced by his black hair, that obviously hasn't had a comb or brush in it's presence in a long, long time.
Clothing of choice: Despite his status as a general and one of the Duodecim heads, he takes great liberties with any dress code the NOL would try to impose. His most striking accessory is his black, three-part cape, that he has dressed over his back and shoulders. Underneath that is a white shirt, that looks like it could have been a part of a robe of some sort. He wears rather tight-fitting black pants beneath it, with metal-tipped combat boots rounding out the package.
Loyalty: NOL, though he is starting a rebellion, as he believes it's working against the interest of the people.
Occupation: He has the rank of General within the NOL, and he serves as the commander of the Ibukido garrison.
Personality: He's a very laid back kind of person, and tends to take things as they come unless pushed. He has a penchant for skirt-chasing, and it's one that hasn't curbed slightly after assuming control of the Mutsuki family, or reaching the rank of General. However, he has a well developed sense of right and wrong, even if that makes him come into conflict with his personality, and does things that are far from easy to appease his conscience.
Weaponry:A massively oversized sword, more resembling a paddle than anything.
Abilities:He has the ability to control seithr directly, and uses it in a similar way to Terumi and Ragna. His seithr is tinged purple, in comparison to Ragna's red and Terumi's green. He can use the seithr in conjunction with his sword for exceptionally hard hitting attacks, or manipulate it on his own.
History: Kagura was born into the Mutsuki family with a silver spoon in his mouth, and it showed as he progressed through his life. He's never really had to work for anything, his family connections tended to get him by even when his considerable natural talent failed him. Coasting through the academy far more set on picking up girls and hanging out with friends than studying, he eventually landed himself a command. He took to it like a fish to water, freed from the confines of school, he could more easily apply himself to the rigors of actual combat.
Command made a much more rounded individual out of him, it taught him that his actions had consequences, and he alone was in charge of making those decisions. He never really broke out of being lazy, but he learned how to take things seriously, and by the time the War of Ikaruga rolled around, he had been promoted to General, and became the head of the Mutsuki Family. He led a successful campaign in the war, as far as it lasted, but the quick end by Jin Kisaragi left things with little bloodshed, something he was very thankful for.
After the war, he became the head of the Ibukido branch of the NOL, and became more and more disenchanted by the way things were run. He found that he was in the minority of people glad for the war's quick end, and the callous way that the NOL treated it's people, how it subjugated people in possession of Ars Magus and the treatment of Ikarugan refugees in particular disgusted him. He began to make connections, to try to find a way to make the NOL what it needed to be for it's people, rather than the tyranny that it was.
RP sample: Hibiki sighs as he steps into his commander's room. No matter how much he trusts and respects the man, he was not payed nearly enough to do this.
"Rise and shine, General!" he calls out. "If you're not going to do this the easy way, I can have the communication ars blare a trumpet into the room."
With a groan, Kagura Mutsuki turns in his bed. He was very clearly undressed, and Hibiki counted himself extraordinarily lucky that the blanket covered the parts he had absolutely no desire to see. "Dear lord, Hibiki, what time is it? And by whatever in the world is holy, please not the trumpet."
"It is nearly eleven, General. You have work you should be doing."
Kagura gestures him away, though Hibiki doesn't move. Kagura doesn't seem to mind, though, he probably expected that reaction. "Dear god, really? Damn, I'm really hung over right now, sorry...give me about five....ten...thirty"
"General!"
Kagura sighs. He wasn't getting out of things nearly that easily. "Alright, alright, I'm getting up. Better get ready to clean up if I end up puking myself." Pulling on a pair of boxers, Kagura looks back at his bed. "Uhh...Hibiki? You have any idea where..."
Hibiki doesn't even flinch. "Sarah left for her work this morning, General. She didn't want to wake you up early, it seems." Unable to contain a small smirk, he continues. "With all due respect, sir, you can be a bit of a handful in the morning."
Kagura groans, and get's his trousers on. "Well, I guess that's that then. Damn...ah well. Maybe we'll cross paths again, maybe we won't. We were both pretty hammered..."
Hibiki maintains neutral. "I wouldn't know, sir."
Finally in a presentable state, Kagura begins walking out the door, Hibiki following close behind. "Well, what have you got for me? Things proceeding according to plan?"
Hibiki nods. "Yes, sir. Actually...something has happened that makes things even better for us."
Kagura takes a manilla envelope from his aide, and begins to look at pictures. Dead NOL soldiers, ruined branches, and one blurry camera shot of a man with an oversized sword.
"...Mine's bigger. What am I looking at?"
"His name is Ragna the Bloodedge. And he's currently the NOL's public enemy number 1. ...Sir, this might be just the distraction we need."
Kagura considers things, and begins to read. "Huh...Ragna the Bloodedge..." Grinning, he hands the envelope back to Hibiki. "I want to find out what he's after. And then...I want to talk to him."
